This paper specifies a supervision protocol tested with 90 candidates across twelve time zones: a monthly decision log, a 20-minute annotated recording, and a second reader who is not in the lead supervisor’s city. Time-to-confirmation fell when meetings had artefacts attached in advance. Attrition clustered where supervisors treated email as optional and where the only live slot was convenient for one continent. GMU should inspect supervision files as an academic quality process. A global digital university that cannot show a decision log has not supervised; it has hoped.
