A ‘global’ university that ships 4K lecture video is a university for one class of connection. This MSc starts from the opposite: the student on a shared phone, the 01:00 download window, the seminar that must be audio-first because video stalls. You will treat timezone fairness and bandwidth as one design problem: a live slot the student cannot join is as exclusionary as a file they cannot fetch. GlobalMind University’s ES/PT/HI hubs will be studied as support channels that must themselves work on slow links. Assessment stays English by default. You will not become a licensed engineer or a Moodle certified trainer by this award. The capstone is a system, not an essay about inclusion. Measure it. You will prototype under constraint: audio-first sessions, printable modules, failover when the live slot is unjoinable. Measurement of completion against stated bandwidth assumptions is required, not optional colour. Hub scripts themselves must work on a slow link. Identity-checked exams are designed so a shared phone is not an automatic integrity fail, and so surveillance-heavy proctoring is not sold as the only honest method. GlobalMind University will not call this a computer-engineering licence or an LMS vendor badge.
Thirty-six credits: constraints, media and assessment design, operations and hubs, and a build-or-measure capstone.
