A recognition decision may shorten what you still have to study. It does not by itself confer the award. The application fee is shown before you pay and is refunded if you are not accepted.
Who decides
Admissions, with the school that owns the award.
What it cannot do
It cannot turn a partial match into a full award, and it cannot confer a professional licence.
When to ask
Ask in the application. A request after you have started is slower.
